I used 0 units of water last month (less than the City could measure), I
guess that put's me squarely in the the "loser" column. Guess it's time for
another rain garden or two.

I posted those links a day or so ago...but you can find the stories under
the news section at swjournal.com or skywaynews.net - if all else fails,
use the archives there or at www.e-democracy.org/mpls.
A lot of Steve's data queries don't have answers because the city doesn't
know yet. (We're going by anecdotes and what objective data we can find,
such as the fee schedule used for the chart illustrations.) The program is
supposed to be revenue-neutral, but we can't audit that yet...
