I'd suggest that unless the city makes some early adjustments to how billing is done for stormwater runoff that the whole idea of billing at all for it is going to be lost. It's obvious that some things just weren't contemplated when the initial system was setup. Unless some fixes are put in place soon to make at least a move toward fairness, then the City Council may be forced into killing all the bills for stormwater runoff.

And one of the things I just don't get is why a property with a duplex on it is charged more for stormwater. It would seem that most such places should get a benefit from stormwater billing precisely because there are two owners to be shared the billing for the runoff on one property. Logically, it would seem that each owner should pay half of what the billing would be if the property were a single-family home.
