To all: Yes I had sand driveways, which had been excavated two inches below the 
alley for 6 years. This FILTERED the water from my property as well as the 
other FIVE properties that DRAIN across mine before emptying into the alley and 
then into the storm sewer. 
    Until the city inspectors decided that my sand was jumping up those 2" and 
running down the alley, this was actually being caused by the vacant lot next 
door owned by MCDA aka the CITY. For two years I paid Fines totaling 300.00. 
     I Co-Own my Duplex with a friend and have for the past 24 years. So then 
refinanced my house and poured concrete driveways. We also made sure we had all 
of the angle right so that we handle all water.  Because we have a duplex the 
city standards say that we must have a Dust Free driveway, so this was our only 
option. That we could get done in the time allotted. Yes we do all our own 
work. 
    Now we are being charged 300.00+ a year for having these driveways. How is 
this justified by the Mayor and City Council.
    Yes I would rather have the sand that I didn't have to chip Ice off of or 
worry about slipping on. 
    We have a small garden space in what was left after drive ways. 
    Currently Three Adults live here. I'm sure we use much less water than the 
single family homes on either side of us with 2 adults and 4-6 children. Our 
house foot print is no larger than either of these. 
  We wish we could have more pervious surface and yes we tried.

  I second Bill's comments.  We live on a 4,500 sq ft lot.  We put a rain 
garden on our boulevard strip a couple of years ago (one day of digging), and 
last year we tore up the back half of our driveway (maybe 500 sq ft) both to 
reduce the stormwater running off our property and to add some more garden 
space. .
