Actually the new 'astrotruf' that they use on outdoor athletic fields is very much like natural turf with long fluffy blades and a roots like mat system. It is quite pervious if not more pervious than natural grass. The turf is also intalled over a permeable layer of sands and soil. As for the tennis courts, they could easily be built using new pervious concrete technology. It is essentially concrete minus the sand which allows most water to soak in eliminating surface runoff. It doesn't really matter were these surfaces are on th island as they're effects will be the same. I sure the watershed designation would trigger a new system of stormwater managment to coincide with the project. Rain gardens can do wonders fo watersheds.
I myself would prefer the field in front of the school built over a new parking structure but that was proven to be way too expensive.
