The same holds true for alcohol. Under 18ers have been getting their hands on alcohol, cigarettes, pot, etc. since the Pharaoh was in nappies. (One kid I knew read that nutmeg, if eaten in enough quantity, works like LSD. He thought he should try that out. We took him to the hospital after he downed a one oz. can of powdered nutmeg.)
There are just too many in the public who are buyers and thus there is a ready supply of dealers and sellers that the larger scale distributors can rely on. Bullets in the head are part of the risk category.
This was the strongest argument for ending prohibition back in the day. Al Capone, et.al. created such an unholy ruckus for as long as people could stand it. We are in that same position today and for the same reason. Dire predictions were made for civilization if we ended prohibition--all of which came true. However, the predictions were not real predictions, but extrapolations from the status quo. All the direness was true before prohibition too.
The mayor was exhorting a reduction in public buying to decrease demand. Otherwise law abiding citizens and others should pay attention to this.
Which leads me to say that the mayor does not have a good grasp of the issue.
