Twins control all operations, get all revenue, pay all operating costs. The county gets free use of the facility - not clear how often and what priority.
The publicly appointed Ballpark Commission oversees the physical plant (capital improvements and the like) and technically owns the facility.
So Twins, operators - ballpark commission, owners.
