I don't think anyone has mentioned on the list yet that we were the subject of a Saturday Night Life joke this past weekend regarding the attempt to license panhandlers. The joke came during the news segment and the punch line was basically that whoever has it together enough to get a panhandling permit should be able to land a real job.
The attempt to regulate panhandlers is a clear violation of free speech. What's the difference between a passive panhandler and the "Would you like to help defeat George Bush" folks last political season? If they can regulate the former the latter is in danger too.
