I added the following language to the Transportation Bill in the MN House yesterday. The second one was modeled after the Harken amendment offered to the federal bill yesterday.
Rep. Kahn's amendments to the H.F. 2461 Amendment number 1: Page 138, after line 22, insert: 1.4 "Sec. 29. Minnesota Statutes 2004, section 174.03, is 1.5 amended by adding a subdivision to read: 1.6 Subd. 10. [PROMOTION OF BICYCLE COMMUTING.] To conserve 1.7 energy, alleviate traffic congestion, improve employee health 1.8 through increased physical activity, decrease demand for motor 1.9 vehicle parking, and minimize the environmental impact of 1.10 commuting by singly occupied motor vehicles, the commissioner of 1.11 transportation must promote bicycle commuting. As part of 1.12 promoting bicycle commuting, the commissioner must: 1.13 (1) consider the effect on bicycle commuting in the design 1.14 of transportation facilities throughout the state; 1.15 (2) encourage employers who are making capital improvements 1.16 to their facilities to incorporate design elements that will 1.17 facilitate bicycle commuting, such as bike racks, indoor or 1.18 outdoor sheltered bicycle parking, high-security bicycle 1.19 parking, showers, and dressing areas for bikers; and 1.20 (3) encourage employers that provide parking or other 1.21 subsidies for drivers to provide subsidies for bicycle 1.22 commuters." 1.23 Renumber the sections in sequence and correct the internal 1.24 references 2.1 Amend the title accordingly Amendment Number 2: Page 148, after line 34, insert: 1.4 "Sec. 82. [PROMOTION OF BICYCLING AND WALKING.] 1.5 (a) The Department of Transportation should adopt a policy 1.6 to fully integrate the needs and safety of all road uses into 1.7 the designed operation of streets and highways to: 1.8 (1) promote policies to increase bicycle and walking; and 1.9 (2) reduce motor vehicle crashes involving bicyclists and 1.10 pedestrians. 1.11 (b) All local planning agencies should integrate bicycling 1.12 and walking into their planning and programming activities." 1.13 Renumber the sections in sequence and correct the internal 1.14 references 1.15 Amend the title accordingly Phyllis Kahn State Rep. 59B REMINDERS: 1.
