Based entirely on brief glimpses, my guess is that they are city buyers. Those showing up in cars on the other side of the block may be suburbanites, though.
I don't see how this question is relevant, though. I don't really care *who* buys drugs on my block. I just don't want bullets flying through my house! I don't think it's buyers doing the shooting.
