Two things.

I lived at the corner of 27th Ave N and James Ave N for approximately 4 years. I very rarely recognized any of the kids dealing on the "26th Ave strip". Proof of this was during the Metro-Transit strike. Sellers were at times, almost non-existent, as they no longer had a ride to work.

If the drug sales are primarily neighbor-to-neighbor, why is it that most of the buyers drove-up in vehicles to purchase? Over time, if you live in a neighborhood long enough, you become familiar with the people and the cars that belong in that neighborhood, for the most part. I almost never recognized any of the cars, or people in them that stopped and purchased.
