I agree, there's nothing scientific about 25.  It's probably the number
agreed upon by the political powers of the time, thinking that less was too
few, more was too many, and a floating number was too much of an
administrative burden.  Nothing else recommends it.

A word about the delay tactic, too, though.  One could argue that delaying a
project is done to increase the price of the project thereby reducing its
viability.  But, from my experience, delays are often desirable from the
community's point of view because projects often get pushed through faster
than the public can understand them or figure out their impacts.  Delays
allow the community more time for research and inquiry.  A truly well
thought out project with nothing to hide would engage the community early on
and provide ample information and time for acceptance by the people being
affected the most.   People get suspicious and angry if they think someone's
taking them for a ride.  Reasonably so, I think.
