I was under the impression that at least part of the decrease in cops, especially cops walking a beat, was due to the federal (Clinton) cop money getting cut. I believe Clinton was responsible for getting Minneapolis an extra 100 cops patrolling the neighborhoods and the Bush administration cut that program. At any rate, there may well be more city money in the police budget and less overall money in the budget, due to a lack of the federal funds. I'm not sure exactly how it all works.
