MN PASS VS SANE LANE, WHO BENEFITS? Now class, let's do the math. Under the old Sane Lane system eastbound I-394 was a 3-lane freeway for 21 hours per day except from 6 AM to 9 AM. Westbound was also a 3-lane freeway for 21 hours with the exception of 3 PM to 6 PM. Therefore, I-394 was a 6-lane freeway 18 hours per day both ways. However, congestion was such a problem that it was decided to open up the Sane Lane to single passenger vehicles under a toll system and so MNPass was created. The result? Now we have an I-394 that is 2 lanes eastbound all day long and 2 lanes westbound all day long which gives us a 4 lane freeway for 24 hours per day-1 lane less than the Sane Lane system during rush hours and 2 lanes less for the rest of the day. Maybe someone can explain how this adds up to a boon for the average driver instead of another perk for the wealthy.
