After reading the CITY PAGES article, it appears the problem is that this  
was to be all low-income subsidized housing. I doubt if you will find urban  
planners, neighborhood groups or politicians anywhere in this country who  
would 
be enthusiastic about stand alone all-low-income-affordable housing units.  I 
believe the urban planning trend is towards mixed use housing projects where  
there are units at market rates and at subsidized rates. I believe that past  
experiences with "high density affordable housing" will scare off approval of  
that kind of project.
