While I think Barb's suggestion sounds reasonable, it's been tried before
(along with a number of other approaches) and hasn't worked very well.

I personally like the gadget with the sensor that would lock up the cart's
wheels if it strayed too far from a store's property line. If only those
could be weather-proofed...
