In the past regime, pre Schiff, some rental property owners had been blamed, and held accountable by City of Mpls. rulers, for criminal behaviors of people in mere, near proximity to the owners building. Sometimes, perhaps often, this was unfair. We rental prop owners would offer an analogy: Is it fair, correct, or helpful, if one son misbehaves, for his mother to reach out and slap his brother? That was the intention of my comment.
