Two white men and two black men applied in person at 350 places in Milwaukee for entry level positions in 2001. All four had high school educations. The whites with a felony drug conviction for possession of cocaine with intent to sell were called back 17% of the time, blacks without a criminal record were called back 14% of the time. Whites without a criminal record were called back 34% of the time.
Where is the figure for blacks without a criminal record? If they, too, were called back 34% of the time, then the Republicans have a point and the Democrats should be listening. If the number is appreciably higher, and if the results can be duplicated elsewhere in a similar demographic, then the Republicans are blowing smoke.

race is the most important factor."
It also suggests something else. It's very difficult to change people's attitudes about race; it is much less problematic to change people's education, etc. There is something to be said for preparing people to take positions in society and THEN having society slam the door. Then it's clearly race and nothing else and the state can then prosecute the living daylights out of the offending employers and win the cases.
