The ACLU recently settled a case against another MN board that inhibited free 
speech:

MPRB has the following rules regarding participation in the public comment 
period known as 'Open
Time':
- does not allow the public to speak about items appearing on the agenda
- does not allow the public to solicit responses from or attempt to engage 
Commissioners in
conversation 
- requires pre-registration to speak 
- requires one to divulge, in advance, the topic of conversation

Commissioners Dziedzic & Fine recently sought to move the scheduled time for 
the public comment
period to before cable broadcasting in response to the particular individuals 
who choose to use
Open Time and their chosen topics of conversation.  

I'm no legal expert, but all these rules appear to me to inhibit free speech.  

I appreciate the widespread interest in a 'Mpls E-Democracy Night in the 
Klink'.  I sense it will
not be necessary, but who can tell.  But, if you're looking for something to 
do, attend a Park
Board meeting and attempt to engage a Commissioner in conversation about 
something on the agenda
during Open Time.
