With all due respect to Liz, Rule #6, even if legal, and it may be, would not apply in Jason Stone's case.
Jason was at a Parks Board Meeting, NOT a FESTIVAL OR CELEBRATION. I see nothing in these rules to justify Superintendent Gurbin's actions regarding Mr. Stone.
