Unfortunately, I was detained elsewhere yesterday and could not attend 
yesterday's Park Board meeting, but I am eagerly awaiting to hear what occured 
in the Gurbin - Stone matter, particularly in light of Chris Johnson's post.
 
What did the Park Board do about Mr. Gurbin's actions, if anything?
 
Were some people prevented from speaking, who signed up "Late"?

I was wrong on that point in my earlier post, just as anyone now believing
that, including staff and commissioners at the Park Board, are wrong.

I just researched the issue. Lo and behold, the board never officially
changed the sign up time, although there was plenty of discussion and a motion
passed out of committee on it.

On February 16, a motion (3.3) before the board to move sign up for Open Time
to Monday actually FAILED to pass. This motion was passed out of committee at
the February 2 meeting.

I just checked the official minutes on the Park Board web site for the Feb. 16
meeting and they agree with own report: the official change to the prior
Monday from the existing policy of Wednesday of the meeting sign up for open
time FAILED to pass. The former policy was to sign up by 4pm on the day of
the meeting.

In other words, the sign up time never changed officially!

The policy for signing up to speak at Public Open Time should still be 4:00pm
on Wednesdays prior to the meeting.

It looks like someone decided that the time was going to change regardless of
the commissioners explicit vote against changing it. Inquiring minds want to
know who made the decision and who wrongly implemented it.
