6. Superintendent Gurban, in a letter to me dated June 15, 2005, continues to defend the use of police authority to enforce the practice of requiring a permit for constitutionally protected speech. He recommends I review the Almost-Became-Regulations - not sure why. He further advises that "it has been the long time practice to require permits of political candidates who campaign
inside the Parks."

Then no doubt the superintendent or his staff can give information on the number of such permits issued in the last few years, right?

I have been Treasurer of the Minneapolis DFL Party for the last 6 years, and I know that we have not paid for any such permits in that time. Yet we have held many political debates, meetings, rallys, etc in our public parks.
