I believe that this debate is still going on! Only the incumbent of a ward/ district,etc WHO is seeking to return to the same seat can use the phrase " re-elect" - ; if a candidate has been redistricted out of his ward/ district and he chooses not to move into the new ward/ district BUT chooses to run in another / then he is not the INCUMBENT and cannot use "re-elect"

Why keep this moot point alive? Doesn't the 5th ward have more issues to be concerned with than if Don Samuels can use the term 're-elect' or not. We have already seen many people confirm that it is perfectly legal. Let's talk about real stuff.
