Because the city order the window replacement does not mean a permit
wasn't needed.  I am surprised she was able to install $10k worth of
windows without a permit.  I couldn't get a $1200 roof reshingled
without the city asking for my permit.

Dennis is just asking tough questions, not snipes, which is good.
