"M.A says 'Who cares whether the cause is bad principals or
inexperienced teachers?  Mr. Bonham's argument begs the question,
"Why do schools with higher percentages of Black students get
assigned "bad" principals?"  Wouldn't you assume that the more
challenging schools would be assigned the best principals?'"  

I would like to propose another perspective of the solution.  It is possible
to assign "good, best" principals to low achieving schools, but he has to
get the teaching staff on board with his concepts and that may take some
time to get some cohesiveness at that school.  Especially if the principal
has "inexperienced teachers", "non motivated teachers" and "only a few good
teachers", but not enough "good" techers to turn the school around in a year
  This would be true if the parents were not supportive of the program or of
the school itself.  Maybe all parents and students in the district should
have a contract with the school and the district stating that they will do
whatever is needed to motivate their own kids to do better as well as help
other kids improve their performances.

I would like to see a cadre of principals hired out to the school district 
to improve the schools performance.  This to me would be like a hospital
hiring ER physicians to run the ER or pathologists hired to run the
laboratory in a hospital.  The principals would stay with their existing
school but would provide a resouce base for principals that are having
problems at their school or provide inexperienced principals with mentors. 
These principals would be responsible by their own cadre of principals (peer
group) and also be held accountable to the district and the school  building
for their performance and evaluation.  I personally hate to see a good
principal "forced to leave" their school in order to help another school. 
By using the cadre they could be on loan or be a mentor for another school
which needs the help, but still be officially assigned to their primary
building.
