Press release from the mayor's office:

Mayor Rybak to Budget
New City Money for Public Safety, Cops

State Government Budget Agreement Brings Additional Resources to Minneapolis

Although details of the recent state budget agreement are still being worked
out, it appears certain that a portion of the $37 million in Local
Government Aid annual cuts to Minneapolis is being restored. State and
federal governments have cut 120 cops from Minneapolis streets since 2000.
Mayor Rybak is scheduled to release his proposed 2006 city budget at the end
of the month, which will reflect this increased Local Government Aid.

Statement by Mayor Rybak on the state budget agreement:

"This is good news for kids because it means more money for our schools.
This is good news for neighborhoods because in my budget I will direct every
new state dollar that comes to the city to public safety, my top priority.
This means more cops on the street."
