As long as the projects are privately financed and the structure marries
well with the area, build away.

If the buying market can not support it, the debt holders take the hit.
Meanwhile, a better use likely presents itself and someone else, hopefully
someone else than the original developer,  comes in to acquire the assets at
less than cost.  The new investor learns from another's failure.
Of course, if the market supports the project.  Well then the developers
were right and the skeptics were wrong.

All that said, the number of high-end condos, built and planned, in and
around the downtown area is indeed surprising to me.
