I guess that all depends on how one defines small. Minnehaha's entire budget was around $4 million in 2003, compared to the Park Board's $50 million operating budget. It would be nice to have more recent figures, but I was unable to find them.

To my way of thinking, an operating budget of around $3 to 4 million (and a geographic service area of 181 square miles), is small compared to the Park Board, City of Minneapolis, or DNR budgets.

But sure, $4 million is large compared to my personal household budget, so no, I won't personally be cleaning up the spill. :-)
