are involved in will benefit them directly or indirectly, monetarily or
otherwise, other than indirectly as a member of a much larger class that
they serve, e.g. the public at large for elected officials. Just because

According to the dictionary...Conflict of Interest *conflict between the
obligation to the public and the self-interest of a public office-holder.

This says nothing about the exchange of money. When our elected officials
believe
they can go forth with decisions because of their vested interest, it is a
conflict and they should refrain from all votes.
It is one thing if an elected official such as the Governor makes a decision
on how much money is going to go to a school of which is precedent...
alumni or not...or if he decides he is going to give the Governor's mansion
to the University.( Just an example!) First, the Gov does not own the
mansion, just like
the Park Board are not the owners of the Parkland being owned by the people.
The MPRB are only sewards and overseers of this land. They have
as much right to give that land away as the Gov. would the Governor's
mansion. If the Gov. would insist that the mansion needed to go to the U...I
would
question his intergity, conflict of interest, ethics, wit, etc.
