"Rybak newsletter complaint dismissed August 4, 2005
The Minneapolis Ethical Practices Board dismissed a complaint against Mayor R.T. Rybak that had been filed by the city's Republican Committee. ... In the face of that, I wonder on what grounds the McLaughlin campaign think they can get any traction with renewed complaints about this same newsletter?

I don't know this for a fact, but my best guess is that McLaughlin's campaign will continue to "remind" people about RTs media/city paper blitz because, no matter what the ethical practices board says about ambiguity in the law, it still smells funny, like raw chicken when it starts to turn.
