I think Barb is correct here. The vote was to study the economic impact of the ban, however the originator of the idea to conduct the study, commissioner Mark Stenglein, would like the county to at least make Hennepin's ban more like the Ramsey county ban (with exemptions for bars and private clubs). Ideally, he'd like the whole thing repealed.
As far as McLaughlin's role - many see him as the swing vote on the board. But keep in mind, even if he went along with a board vote to alter the County's smoking ban, it wouldn't change Minneapolis' ordinance.
