It gives you a pretty clear idea of all the things the city could be doing. No, it is not just the County that has responsiblity for homelessness. No, it is not all that tricky, If a politician is into passing the buck, they can call it tricky and say "That is the county, not the city's problem>' The issue of how Mpls Police deal with homeless persons is a city issue. The issue of zoning of shelters is a city issue. The issue of advocating for services that get homeless persons with mental health issues off the streets and connected to services is a city issue. The issue of the Downtown Council raising concerns about how to deal with homeless perons in the downtown area is a city issue, The issue of the incredible cost of police time, jail time, booking, etc. in dealing with homelessn persons who are not serious criminals but who have no resources to speak of to assist them, is a city issue. The money being sucked out of city coffers with this no-win way of addressing homelessness is a city issue.
