I was recently told that Gary Schiff's endorsement of Jeff Hayden for
Council from the 8th Ward just means that Hayden is allied with Schiff's
coalition in the Council.  I didn't even know the Council had long-standing
coalitions (unlike the Park Board, which has the ongoing 5-4 split).  Can
someone with more knowledge of the Council give a feel for its internal
politics?  Who is normally allied with whom?  Over what issues?  And is
there really a Gary Schiff coalition?

I wasn't aware that there are any kind of long standing coalitions on the
City Council.  The council divides up one way on one category of issues and
divides up a different way on the next category of issues.  Although I have
never kept score, I am sure that I have voted with and against every other
member of the council on some controversial issue. If someone else has
noticed some permanent or semi-permanent coalitions I would love to see how
the divide breaks down, I would hate to think that I was going around
missing the obvious.
