Yes, the County has control over a fairly large pot of monies to deal with homelessness and supportive housing. A good chunk of that money comes out of the COC (Continuum of Care) process. Each year, HUD sponsors a SUPERNOFA training session where members of Minnesota COC planning groups go for training. THis year, HUD funded Hennepin County to the tune of 6.3 million dollars for suppportive housing programs, county-wide. This includes 824,000 for the bonus-fund winning new program grant. That the City also has control of a large amount of funding is unquestionable. Simply go to the City Web-site and review the allocation of CDBG dollars-- it is a considerable amount of money--millions, actually. In addition to CDBG funds, the City also has some control over ESG (Emergency Shelter Grant) funding. Again, a fair amount of cash. Additioanlly, the City also has control over the revision of Ordinances--like the Special Permit Ordinance that allows a homeless person a place to camp. All you have to do is plug in your computer, download the form, pay the $30.00 fee and you can camp, legally. They have control of the revision of many other ordinances as well, of course. In addition, they have the power to revise Zoning restrictions, as well as, Siting guidelines. For example, they could revise the Restriction on the 24 rule on Emergency Shelters (which has been hung up behind the scenes for nearly 2 months at this point). No, the City does have a fair amount of say in how the homeless are treated. Now, has RT been invested and fully engaged in working to alleviate the problem of homelessness in Minneapolis? I think the fact that he has not attended a single CABoH meeting says alot...how can you have a stong committment to an issue when you don't even attend your own advisory board meetings on that issue? Again, RT is and has been quite absent from much of the discussion revolving around the issue of homelessness and supportive housing... that's a fact, not an opinion.
