I think that "given" might need some reexamination.

I believe it's been posted in this forum that this proposed field's actual
"availability" for public use has been questioned due to the vague language
that has been presented so far with regards to this proposal.

If De La Salle has no problem with making the field available for public
use, then let them spell out the details of what they are willing to agree
to in writing. 

If the public use aspect of this proposal is any part of the reason why the
Park Board is considering approving it, then let them spell out what minimum
requirements for public use they expect from De La Salle in exchange for
this open space being converted to private use.

If there are differences between the two, then negotiate to resolve that
BEFORE any vote to approve this proposal is actually held.

Is there any reason why it cannot be that simple?
