Under the specific facts and circumstances presented in the Federal
District Courts certified question, the Minnesota Constitution does not
provide greater protection to the right to vote than does the United States
Constitution; therefore, the failure of the City of Minneapolis to hold
elections immediately following the citys decennial redistricting of its wards
did not violate the Minnesota Constitution.
