Our federal and state governments are doing nothing about global   warming. 
Some cities are taking action and Minneapolis could show the world  what  can 
b 
done. We must maximize efficiency, conservation and  renewable energy  
development. This will reduce taxes as well. We can  put a beautiful array of 
 
photovoltaic modules on the ugly south facing  sound barriers of I-94. It 
could  
generate thousands of kilowatts of  electricity for the city government 
buildings  

using the clean,  safe, inexhaustible energy of the sun. It would slow the 
flow  
of  millions of dollars out of our city and state that we spend for fossil 
and   
nuclear fuels. Building renewable energy technology would create  thousands  
of 
jobs and millions across the country. Best of all there  are funds from the  
state and federal government that could finance  most or all of it. Solar 
panels 
last for 40 years or more. There are dozens  of other eco-tactics we must
