Other than BACVR not giving us a clue as to how they defined their ideology  
scale, the other striking notion to come out of this study is the premise that 
 because the majority of top "liberal" cities have a significant African  
American population, "Being Liberal Now Means Being African American." This  
premise apparently does not apply to Minneapolis which is too far down the  
list.
