  In all of this, I have still failed to see any
reference whatsoever to a reputable body of
information
on the subject. Who is providing the "knee-jerk, pat
answer"? District Court? The Council on Crime and
Justice, the National Psychiatric Association? You
are saying that we should all defer to the perceptions
of a small coterie of citizens who provide
inflammatory
rhetoric and no substantiation at all for their 
assertions? This would infer that every reputable
source out there is wrong and that we should 
acquiesce in the observations of passers-by along
Bloomington-Lake, along Lake Street in general?
Yeah, that ain't quite enough to build a multi-million
dollar policy and infrastructure upon...now is it?
I don't understand this, really. Is the assertion
that, on arrest of a hardcore group of offenders,
white collar, middle-class residents are going
to suddenly provide an exodus into the heart of
the city and set up an urban paradise? Like that
will ever happen...are you saying that big business
will move into the area (you mean like Wells-Fargo?).
I live 4 blocks from Lake Street, by the way, and
spend plenty of time along the length of its
expanse...
this ain't exactly East LA or South Chicago. If
you drive along Lake at 2:00 am there is quite a
police
presence already. What would "enough" look like?
Again,
is the solution really incarceration. Why do you think
the poorer parts of the City experience higher crime
rates? I will certainly attest that it ain't because
there is a higher incidence of drug use than in
the suburbs....and therein lies the need for
"honesty".
Is it the dope or the visibility of the misery
that disturbs you?
