I don't know for what reason Doug Mann didn't solicit
GP endorsement, nor do I think that his signs are a
big deal. But it is more than clear that the GP has a
strong position against state funding for a stadium,
referendum or not. To wit (MNGP Platform, available at
mngreens.org):

"L. State Spending <...>

6.) Sports Stadiums
We strongly oppose any use of any public funding or
financing for building or renovating sports stadiums
in Minnesota. We also oppose any new tax or extensions
of existing taxes to subsidize professional sports
leagues, teams or facilities."

The idea that the real issue is that the "no tax
without referendum" phrase is inconsistent with GP
positions is just wrong. If anything, I think the
platform position is even stronger (no tax for sports
teams, period.) Maybe I'm missing something.
