My point, which I don't think was addressed at all, was that Mr. Hinsdale
wants to discriminate in "zeroing out library collections budgets".
Politicians are very good at avoiding issues or trying to change them, even
when they raise them in the first place. 
His response should have been consistent with his original statement. It
should have read, "zeroing out certain collections budgets, and keeping two
specific ones."

That was the issue I responded to. 
That is the issue I would expect to be addressed in a response.

These other services that Mr. Hinsdale speaks of are all labor intensive,
and as such are expensive. There are staff wages, shipping, and other costs
involved in any interlibrary loan operation. I'll admit, I'm no expert, but
I have seen enough, and have a healthy enough amount of common sense in my
bones to say that it's not all that simple, even if it is cool. 
It also has to be paid for by the citizens of this city, and the city the
material comes from. It's not just magic.
I won't go into the details of the process or the costs involved, but if
anyone wants to know, I'm sure Mr. Hinsdale can give you that information.
