You can contact City Housing Services 673-3003. They should be able to
advise you about your rights as a tenant in this situation. You can also
go to the city housing services website: 
http://www.ci.minneapolis.mn.us/dhfs/advocates/housing_home.asp

The Minnesota Multi- Housing Assoc. is an advocacy group for rental
property owners. I'm not sure how much info. they'll have to help you in
this situation. You should certainly check with them.

The Minnesota Multi-Housing Association has a good website for
landlord-tenant lease agreements at www.mmha.com. You can get the
booklet published by the Minnesota attorney general's office on the
rights of landlords and tenants by going to www.ag.state.mn.us and
clicking on publications. You can print it out or order a booklet
through the website.
