Spray paint in a can is an abomination not only because its the graffiti vandals weapon of choice but because it puts tiny droplets of cancerous material into the city's air and can travel on the wind for miles. It may sound a little impractical but I'm betting we can somehow put an extra tax on this stuff so we can recover some of the terrible cost of the vandalism and the higher price would discourage some of the young blighters from buying it in the first place. If not a tax then a two or three hundred dollar license fee to sell it. The retailer could b informed that he/she would b violating an ordinance if he/she were to knowingly sell it to a vandal. It would b a different story if the grafittiists had a message as did the graffitiists of the past.
