After viewing a recent TV interview w/ Peebles, I believe the whole thing
started as a classic example of MN culture of passive aggressiveness likely
from a female coworker.  I'm sure Peebles was abrasive...so what.  When the
ship is taking water, some must take orders.

However, standing up and saying "hey we don't do it like that here"  is
beyond the social development of many of us Minnesotans.  Many would rather
smile go back to their office and start emailing their friends about the
issue.  Many here are just not wired to say 'stop', 'no' or 'I don't like
that.'

Nonetheless, I also believe the stories I have from actual Mpls staff that
Peebles has indeed entrusted an ~$80k year assistant/consultant to take on
tasks such as caring for her dogs.  While indeed petty, these inappropriate
tasks become fodder for the passive aggressive.

On balance, I guess I would have to say that if I were to receive a new high
paying job where I was not familiar with the political landscape, (...any
job paying over $100k HAS a political landscape) I'd guess I'd take care of
my dogs myself for the first year and find out where my colleagues are most
"invested."  As a result, if the stories are true and I believe they are,
her only real fault is likely not having the professional development
required for such a position.  But is that her fault or those who hired her?

Regardless of the near term, it will likely be tough for her to achieve
needed change because she failed to recognize one very important aspect of
her position: leadership.  What do I mean?  Whether by title, election or
appointment all leaders have one thing in common; they have followers.
