To win, you have to get the biggest welfare handout from LOCAL government. A few million will never do - that's peanuts for the smooth-talking rich. No, it has to be AT LEAST a billion. And it has to be done boldly, arrogantly, demeaningly, contemptuously, right in front of the robbed public, accustoming it to being robbed all the time, and just giving up and handing everything over (and then jumping off a bridge or setting itself on fire).
