First, let me admit that I am not familiar with Minnesota's
criminal statues, but in California (if my memory serves me
correctly and lately it been a little fuzzy) misdemeanors
had to have been observed directly by an officer for them
to make an arrest, although they were required to follow
through on a citizen's arrest.  Also, I think that it's
unlikely that they would incarcerate anyone based on a
misdemeanor citizen's arrest.  Could this situation been
handled better? It would seem so, but it would have
depended on now busy a night it was and how serious the
other calls.
