This really bothers me. All of you with well behaved, darling and wonderful children may think that the parents having to pay will have some impact on the kid. This is probably NOT true in many of the instances of taggers [or other juvenile problems either]. A lot of these kids have parents who are completely freaked out that their kids are out of control and they aren't able to do anything about it. I think if the city is going to assess fines on kids they ought to have a way for the kids to have to earn the money to pay for their own crimes. Putting it on already overwhelmed parents of kids in trouble is not going to do much to affect the kids, and it will impact poor families in a way that could be devastating. We already have kids do clean up as part of their community service when they committ various crimes or infractions. I think this program should be beefed up where the kids do things where they actually are paid money that gets paid to the victims. This way they learn that not only do they have to spend their Saturdays cleaning up, they are earning money and it's going to someone else! That's the way to get the message across, not by punishing parents. Diane Wiley, Tangletown
