. Without a special reference written into the contract, the construction company is required to haul away removed old pavement materials. These materials are almost always chunks of old broken concrete and bituminous, and this removal is an expense to the contractor. There might be some special policy on the books concerning old paving stones, but I doubt it. I am pretty sure that someone must push the issue ahead of time to get a special salvage procedure in the contract. It does not surprise me that the contractor agreed to a request by a County Commissioner - the County hired the contractor and signs their payment checks. The disposal of paving stones from projects performed by City of Minneapolis work crews, and not private contractors, is another matter.
