Some have thought that it is the Public Safety and Regulatory Committee of the City Council that has responsibility for public safety in Minneapolis. That simply is not true with this mayoral administration.

"This is a deflection of the Mayor's authority and accountability. RT made it very clear at the time McManus was appointed that he (RT) is in charge of the police, NOT the City Council or the Public Safety Committee. He went so far as to get a City Attorney's opinion on the Charter language to support his position.

The Chief (presumably on the Mayor's direction) does not attend Public Safety committee meetings and he has made it clear he does not report to the Council. This has made it very difficult for Council Members who represent higher crime areas to be accountable to their constituents.

This is part of RT's overall centralization of decision making; away from neighborhoods and inside City Hall. He disempowered neighborhoods and blocks them from actively participating in crime fighting and prevention. RT wanted to be in charge and now that things are heating up he does not want to be accountable."

The first principle of Leadership is accountability! RT Rybak and his appointees have created much of the mess being pointed out in public safety, CPED, and NRP. Their only problem seems to be one of accountability. They just can not imagine that the public would remember the responsibility of the Mayor's office, and if they did remember the voting public would not hold someone so 'Kewl' accountable. Accountability is something that leadership requires and that a real Mayor must have. RT clearly does not want that accountability!

'Kewl' and fluff just is not enough!
