If I have cash on me, I always give some to pan handlers. I consider it a voluntary tax necessary where our system has failed some of our citizens.

I think Katrina ripped off the happy face of New Orleans to reveal the deep poverty that comes of societies and systems unwilling to help. Minneapolis is far, far better to all of its citizens. But there is more to do, obviously.
