The Fifth Ward in north Minneapolis is far bigger than its boundaries. The problems in the Fifth, which reaches from the Mississippi River to Golden Valley and includes Plymouth Avenue and Broadway, are greater than anywhere else in the city. The potential is greater. The despair is greater. At all levels, the stakes are greater, for if north Minneapolis fails, the rest of the city will fail with it.
